Dr. Icelli completed his medical education at the Faculty of Medicine of Egean University, Izmir. After additional study in other countries he graduated with an M.D. in 1966.
He completed his military service and worked as a psychiatrist in a Central Antolian City. Between the years of 1982-1994, he worked as deputy chairman in the psychiatry department of Izmir Atatürk Training Hospital, where more than 15 doctors got their psychiatry training during this period. In 1987, he got his associate professor degree in adult psychiatry. In 1994 he was invited by the Celal Bayar University to set up the psychiatry department of the faculty in Manisa, a western city in Turkey with about 150 000 inhabitants. Since 1994, he has been the chairman of the department of psychiatry and in ten years he and his colleagues trained four residents in psychiatry. In 1996 he became professor of psychiatry and until his resignation in February 2004 also served as the head of the internal medical sciences of the faculty. During his medical career, he has published papers articles and book chapters, most of these publications in his native language. On the field of Geriatric Psychiatry, he translated two booklets into Turkish on the depression of the elderly people which are not yet published.
His interest in psychogeriatrics began about 5 years ago. During this time he and his department colleagues published some papers and articles on depression of the elderly people.
Drf. Icelli is quite active in the field of adult psychiatry in Turkey. In 1996, he chaired and organized the 5th Anatolian Psychiatric Congress with international participants. In 2001, he chaired the 39th Turkish National Congress of Psychiatry also with international participants. He has attended more than 35 national and several international congress or symposia including the IPA Congresses. In most of the inland meetings, he was either a speaker or moderator and frequently a member of the scientific organizing committee. In 1999, he was among the speakers of the Regional Meeting of Geropsychiatric Congress held in Istanbul, Turkey.
Prof. Icelli is the founder and the president of the Turkish Psychiatric Association Manisa Branch. Currently, as chairman he is preparing for the 5th Turkish Biological Psychiatry Congress which will be held in 2005 in Izmir. In addition, he is a member of many professional organizations in Turkey.
He was recently elected as a director of the International Psychogeriatric Association and expects to actively encourage his colleagues to join IPA and will assist in more development of IPA. Dr. Icelli has been a member of the International Psychogeriatric Association since 1998.
